This is a copy of The Numbers Racket CD-ROM, which I prepared back in 1998. I am presenting it here, unedited, for historical purposes. Obviously most if not all of the information is 'out of date' today, but think of it as a snapshot of what the Spy Numbers scene was like in the late 1990s.

Single Letter High Frequency Markers (SLHFM) have been heard on shortwave for decades. Many theories have been advanced as to their purpose. They were originally called Single Letter High Frequency Beacons, but the name has been changed to better reflect their believed purpose(s). They have been identified as transmitting from locations around the former Soviet Union, generally from naval bases. The following is a list of supposed transmitting sites, originally supplied by a Russian naval radio operator:
Channelmarker 'F', Vladivostok Channelmarker 'C', Moscow Channelmarker 'L', St.Petersburg Channelmarker 'P', Kaliningrad Channelmarker 'R', Ustinov Channelmarker 'S', Arkhangelsk Channelmarker 'V', Tashkent
As the name implies, each beacon continuously transmits a single morse code letter.
5154 P 13527.4 P 13528.1 C 16332.0 P 16332.5 C
As you can see, stations are often located close together. These are referred to as clusters.
